The carnival of Oruro, is every year governed by an unique committee presided over by the Honorable Alcalde Municipal, seconded by the president of the Association of Groups of the Folklore, acting as helping institutions the Prefecture of the department, The second army division, the Technical University, the departmental Committee of ethnography and folklore, the Bolivian police and the regional Institute of tourism.

Everything begins on first Sunday of November denominated "Primer convite", every sunday, except the two last ones before the entrance, the groups go dancing to the sanctuary in test suits, for the "promise ceremony to the Virgin" in a mark of religious true fervor. It consists on the first test and promise to the Virgin of dancing for three years, sometimes in gratefulness for some granted grace, other imploring some favor.

ImageParallelly, every Saturday, there is a "veladas a la virgen" in the social headquarters of the groups or in the homes of the "passing" ones or directive of the entity. Songs, honors and oratories rise, in a warm atmosphere of fraternity.

On Sundays equally, in the National Square of the Folklore, around the sanctuary, traditional Calvary is developed that is a trade fair of miniaturismo and handmade stuff, supplemented of profusion of raffles and diverse amusements complented by a lot of food.

The "Segundo convite" manifests and reaffirms the promise made in the first. It is characterized by the preparation of the groups spiritual and artistically. Always with test uniform, the devote of the virgin, reissue the Entrance of the Carnival for the route established before. And the general expectation and the arrival to Oruro of the first contingents of tourists and visitors begins.

The "Jueves de comadres" (last Thursday before the parade) and on Friday, the traditional "challas" of the mining places is made, manufactures, work centers, markets, offices, school and other locals, amid general revel and ancestral content, invoking Pachamama (Mother Earth) and the guardian forces. This ritual ceremony that comes from the ancient rituals, is completed with food consumption and drinks of all kinds, mixture profusion and serpentine and as if it was little, cheerful national music.

On Friday night a Popular Great "Verbena" is developed, in the Country market and to all the long of the new Avenue of the Folklore (formerly well-known as avenue August 6). In the verbena, music's bands that accompanied the following day the groups in the entrance, groups juvenile musical and spontaneous organizations participate.
